The Gandhi Peace Prize for the year 2019 conferred on His Majesty Sultan Qaboos bin Said AI Said of Oman and for the year 2020 it is conferred to Sheikh Mujibur Rahman (Bangabandhu)

The Prestigious Gandhi Peace Prize for the year 2020 is being conferred on Bangabandhu Sheikh Mujibur Rahman, the Father of the Nation of Bangladesh. The Prize for the year 2019 is being conferred on late Sultan Qaboos bin Said AI Said of Oman in recognition of his vision to strengthen relations with India and his efforts to promote peace and non-violence in the Gulf region.

The Gandhi Peace Prize recognizes the immense and unparalleled contribution of Bangabandhu Sheikh Mujibur Rahman in inspiring the liberation of Bangladesh, bringing stability to a nation born out of strife, laying the foundation for the close and fraternal relations between India and Bangladesh, and promoting peace and non-violence in the Indian subcontinent. Also the year 2020 marked the birth centenary of Bangabandhu. 

His Majesty Sultan Qaboos was a visionary leader who played an important role in supporting peace efforts in various regional disputes and conflicts. He was the architect on the ties between India and Oman.

The jury for the prize was chaired by PM Modi and also comprised of the two ex-officio members, namely the leader of the single largest Opposition party in the Lok Sabha and the Chief Justice of India.

The two eminent members are also part of the Jury i.e. Speaker of the Lok Sabha, and Founder of Sulabh International Social Service Organization. The award carries an amount of Rs. 1 crore, a plaque, and a citation. The jury  chaired by Prime Minister Narendra Modi, met on March 19 and unanimously selected Rahman as the recipient of the prize for 2020 and Sultan Qaboos, who died last year, as the recipient for 2019. 

The announcement of the Gandhi Peace Prize has come ahead of PM Modi's visit to  Bangladesh on March 26, 2021. It was his first International visit since the COVID-19 outbreak. A special exception was made for the award to be conferred on the two leaders, as the selection procedure for the prize does not allow it to be awarded posthumously.

GANDHI PEACE PRIZE

The annual award was instituted by the Government of India in 1995 during the commemoration of the 125th birth anniversary of Mahatma Gandhi for those involved in social, economic and political transformation through non-violence. The award carries an amount of Rs. 1 crores, a citation in a scroll, a plaque as well as an exquisite traditional handicraft/ handloom item. The prize can be given to individuals, associations, institutions or organizations. It can be divided between two persons/institutions who are considered by the Jury to be equally deserving of recognition in a given year. It is open to all persons regardless of nationality, creed, race or sex.

Central Vista Redevelopment project refers to the ongoing redevelopment to revamp the Central Vista, India's central  administrative area located in Raisina Hill, New Delhi. The area houses India's governmental and parliamentary residences and offices and has been described as the "power corridor" of the count. 

       What is Central Vista?

Central Vista of new Delhi houses Rashtrapathi Bhavan, Parliament House, North and South and South Block, India Gate, among others. These iconic buildings were constructed before the inauguration of new capital in the year 1931. The theme of the new building will celebrate the cultural diversity of the country. It would also incorporate regional arts and crafts thus making it a symbol of Atmanirbhar Bharat(Self -reliant India). 

What is the Central Vista Redevelopment Project?

     The Central Vista Project envisages redeveloping central vista as a world-class public space, restoring its grandeur as an architectural icon, housing modern facilities for the efficient functioning of the administration, strengthening cultural institutions and commemorating 75th year of Indian Independence.  The central vista is a grand redevelopment project for building the power corridor of India, having a new Parliament building, a common central secretariat and revamped three -km -long Rajpath, from the Rashtrapathi Bhavan to the India Gate. New buildings will be constructed along the Rashtrapathi bhavan- India Gate stretch of the Rajpath in New Delhi. The building will span across 64,000 sq.km area and will be built on plot number 118 of the Parliament House Estate.

The new Parliament building will be 17,000 sq.km bigger than the old Parliament building. The projected cost of the new Parliament building is Rs. 971 crores. The new Parliament building is expected to be completed by 2022 and a common Central Secretariat by March 2024. A new complex will be constructed for the Members of Parliament of both the Houses at the existing Shram Shakti Bhawan. The new Parliament building will be earth-quake resistant. No new building will surpass the height of the India Gate.

Archaeological Asset: The existing Parliament building will be conserved as an archaeological asset of the country, the government has said.

Conversion of North and South Blocks: The North and South blocks will be converted into museums.

Indigenous Architecture: The new Parliament will have four floors-basements, ground, first and second. It will integrate the indigenous architecture and the height will be same as the old building.

Building to be demolished: The Nirman Bhavan and Vigyan Bhavan are among those buildings which would be demolished.

Reconstruction: The Prime minister's office and the residences of Prime minister and Vice President will be reconstructed.

Parliament session in the new building in the 75th year of independence(2022), Parliament session will be held in the new building. The new building will house larger Lok Sabha and Rajya Sabha Halls, with capacities of 888 seats and 384 seats respectively, to accommodate an expanded Parliament after the freeze on its expansion lifts in 2026. The Lok Sabha Hall will also have additional capacity, up to 1,272 seats, to host joint sessions. As many as 1,224 MPs can sit together in the new building.

In September 2020 Tata Projects Ltd. won a contract worth Rs.861.90 crores for the construction of the new building on a bid of Rs.865 crore. Ahmedabad-based firm-HPC Design, Planning and Management Pvt Ltd. has won the consultancy bid to revamp Central Vista.

Wetlands are areas where water is the primary factor controlling the environment and the associated plant and animal lives. They occur where the water table is at or near the surface of the land, or where the land is covered by water. Wetlands are currently protected under different designations, including the Ramsar Convention on  Wetlands, the UNESCO Man and Biosphere Programme and others.

Theme: "Wetlands and Water

The theme for World Wetlands Day 2021 is wetlands and water. It emphasizes the importance of wetland as a "Source of freshwater and encourages action to restore them and stop their loss". This year's theme of World wetlands Day is most significant as the UN Decades of Ocean Science and Ecosystem Restoration begins in 2021.

Ramsar Conservation

The Conservation on Wetlands is an intergovernmental treaty adopted on 2 February 1971 in the Iranian city of Ramsar, on the southern shore of the Caspian Sea. The day is celebrated annually as World Wetlands Day(first observed in 1997). It is the oldest convention to  preserve the ecological character of selected wetlands across the globe and it came in to force on 1975.

The convention's headquarters is in Gland, Switzerland, and it works closely with the International Union for the Conservation of   Nature. On the 2nd of February 2021, the convention on Wetlands, also known as the Ramsar Convention, celebrated its 50th anniversary.

Ramsar is the first of the modern multilateral environmental agreements on the conservation and sustainable use of natural resources, and compared with more recent ones, its provisions are relatively straight forward.

In addition, there are human-made wetlands such as fish and shrimp ponds, farm ponds, irrigated agricultural land including rice paddies, salt pans, dams, reservoirs, gravel pits, Wastewater treatment  ponds and canals.

The Ramsar Convention has adopted a Ramsar Classification of Wetland Type which include 42 types, grouped into three categories:

 

       1)  Marine and Coastal Wetlands

       2) Inland Wetlands

       3) Human-made Wetlands

Need of Wetlands for a Healthy Planet 

The ability of wetlands is to adapt to changing conditions will be crucial to human communities and wild life everywhere as the full impact of climate change on our ecosystem lifelines is felt.

• 40% of the world's species live or breed in wetlands
• Wetlands are "nurseries of life"-40% of animals breed in wetlands.
• Wetlands are "kidneys of the earth"- they clean the polluted environment.
• Wetlands "matter for climate change"- they store 30% of land-based carbon
• Wetlands "minimize disaster ricks"- they absorb storm surge.

Types of Wetlands

Wetlands are now recognized as ecosystems that are vital for biodiversity conservation, as well as for sustainable development, thus fulfilling the full scope of the Convention text. Following are the major wetland types;

Marine

Coastal wetlands, including coastal lagoons, rocky shores, sea grass beds and coral reefs.

Estuarine

Including deltas, tidal marshes and mudflats, and mangrove swamps.

Lacustrine

Wetlands associated with lakes.

Riverine

Wetlands along rivers and streams.

Palustrine

meaning "marshy"- marshes, swamps and bogs.
